The following letter was sent today to the Judiciary Committee to the attention of Senator Arlen Specter (R-PA) and Senator Patrick Leahy (D-VT). It represents the views of former U.S. Government and military officials who served in the CIA, in the Army, in the Air Force, at the Department of State, and the FBI. It represents a consensus view that torture is an ineffective and immoral practice that injures our ability to combat the threat of terrorism.
