Washington Post Corrects Story Claiming Dems "Backed Off" On Iraq

Updated below with Weisman's objections to my interpretation of the correction.

The Washington Post has now added a correction to its widely-discussed story saying Congressional Dems had "backed off" by telling the White House that they would drop withdrawal timetables from their Iraq war-funding bill:

Correction to This Article

A May 3 Page One article about negotiations between President Bush and congressional Democrats over a war spending bill said the Democrats offered the first major concession by dropping their demand that the bill it include a deadline to bring troops home from Iraq. While Democrats are no longer pushing a firm date for troop withdrawals, party leaders did not specifically make that concession during a Wednesday meeting with Bush at the White House.

In other words, the premise and headline of WaPo's front-page story were essentially false. While it does seem likely that the withdrawal timetables will be gone from whatever final compromise emerges, this concession to the White House simply never happened.

Nonetheless, the story got tons of play. As this blogger rightly notes, WaPo's story had a major impact on the debate. It caused a great deal of consternation on the left, forcing Nancy Pelosi to go before the Dem caucus to tell her charges that the story was false. It was also picked up by some reporters at the big news orgs, such as Time.com's Karen Tumulty. And it caused a fair amount of whooping and high-fives on the right. "Dems retreat on surrender initiative!" shrieked hapless winger Jules Crittendon. Except, of course, that they didn't.


Update: As a commenter below points out, it looks as if David Broder didn't read his paper's correction. In a column that otherwise makes some fair points, Broder writes today:

The Democratic leadership already has signaled its readiness to drop the timetable, and further concessions are likely as negotiations continue with the White House.

Saying Dems have "signaled" a willingness to drop the timetable isn't as definitive as the original story was, and again, it looks as if the timetables may be dropped in the end. But this concession simply hasn't been made yet in negotiations with the White House. Why the eagerness to say that it's been offered when it hasn't?


Update II: In fairness to Weisman, I'm reprinting his entire comment below objecting to my interpretation of this. He writes:

The posting was supposed to be a clarification, not a correction, and your misinterpretation ratifies the concerns of the editors who didn't want to run it in the first place. The article stated that the Democrats had made the first real concession, agreeing to drop a fixed timeline to withdraw troops from the war-funding bill. That was completely accurate, and we stand by it. House Democrats are now considering a short-term funding bill with benchmarks but no timeline. The Senate may not even go that far.

Due to the phrasing of the story's lead, Nancy Pelosi believed it sounded like that concession was offered face to face as she and Bush met at the White House. If it did sound like that, it was completely unintentional. Indeed, the editors of the paper believed the lead made no such inference at all. The concessions were made to me, as a reporter, talking to senior leadership aides and members of leadership. But because the speaker was so insistent that we clarify that the offer was not made to the president himself, I saw no harm in running the clarification as a clarification. We were not retracting or correcting anything.

I am wondering now if once again, no good deed goes unpunished. We should have run no clarification at all, and taken the heat from the speaker. And one note, Greg Sargent, you know how to reach me. Why don't you pick up your phone before you post conjecture. I'd be happy to help.

So as we can see once again FACTS don't matter to the "Dean of Pundits"

One thing remains clear from the Broder piece, he hasn't been observing the administration very closely. If Petraeus comes back in September to say it's not working, one of two things will happen. He will either be persuaded by Bush to say the opposite or he will be out of a job. This administration will not admit they are wrong, ever. That point is clear.

The Powers That Be are now being forced to use the Fourth Estate as a transparent conduit in their methods of control.

I would also point out the unnecesary use of the word "specifically" in the Post's correction. Read the correction with this word and then without it: 'specifically' falsely implies that there was some other concessions that were made. And this misleading word is in a correction.

A note on the Generals and the War: Franks did not do enough. Makes tons of money on lecture circuit plus book. Shinseki tells the truth: disappears. Abizaid: spoke Arabic. He knows what to do to Arabs. Has anyone heard from him recently? No book in the pipeline? Casey: was going to straighten out Baghdad in 2 Friedman units? No, make that 3. Back in harness but awfully quiet. Petraues: had a good first assignment. Actually spoke to tribal leaders and made positive moves. Sent back at end of tour to train and wrote a book on insurgency. The Commander Guy wanted a Saviour. Petraeus is boxed in. The CG needs him. He is going to rue the day he started waffling before the House and Senate committees. We are a Friedman unit away from the surge report.

This is where I disagree with many of the blogs I read: the WaPo is essentially correct, the Democrats have caved. Rather than send up the same bill, or force Bush to have his loyal followers in the Congress try to write up another bill, the Democrats have admitted defeat and are working on a bill to Bush's liking.

Sorry, but it's the truth. If the Democrats has any balls, or would listen to its supporters, they would sit tight and do nothing. Bush defunded the war by vetoing that bill -- so let that be the end of it.

But bashing the WaPo, who usually deserve it, for writing a story that is 100% true is the wrong approach.

I've been trying to come up the likely rationale for the WaPo's pernicious behavior. Maybe not mutually exclusive but the reasons I can come up with are:

1. Beltway comfort...fellate the powerful and enjoy their cocktail weenies;

2. Oligarchic discipline...the owners of the media have an animus toward the Democratic Party and want to ensure the establishment of KKKarl's Fourth Reich;

3. There was a quid pro quo between Rovist elements and the media in exchange for passing the telecommunications bill.

If it were simply the first choice, I would think that the Dems would be able to say..."look, we're the ones in power now and we're likely to stay this way through 2008. If you want access, tips and stories, you better stop being so solicitous to the folks who are walking the razor's edge of indictments and losing in landslides.

Which leads me to the second and third "darker" reasons. There may be little to do about them, other than for Dems to realize (as they may be doing) that blogs (certain blogs at least...like TPM) can both analyze the news and break news. While Dems may be afraid of the "wild-card" aspect of blogs (i.e., we tell the truth regardless of party affiliation) they may also hopefully be realizing that blogs are the best chance for airing their positions, breaking their news with the correct frames and getting their voices heard above the clamor of Broder-esque beltway water carriers.

While I think that the Dems should send the same bill back, like HKH...Pelosi did not engage in the specific language of concession, so the story IS false.
And like expatjourno, I hope the subsequent outrage of those opposed to concessions will make Reps think twice about conceding anything. They should not.

1. The Dems need to claim the issue of the Iraq war as THEIRS and quit worrying about what the Press or the wingers say. They should focus on the welfare of the country and of the troops in Iraq.

2. Pat Buchanan, a conservative who opposed the war in the first place, has said that a sudden pullout may result in chaos and wide instability in the region. He has a solid point, and many people are worried about the consequences of a sudden withdrawal. Therefore the Dems need to address this issue head on.

3. To that end, Pelosi and Reid should put together a bi-partisan Congressional delegation to go to the Middle East and meet with high level representatives of Iran, Syria, Turkey, Saudi Arabia, and Lebanon and explore possible ways in which to end the bloodshed and establish a mechanism to preserve stability in the region and avoid a civil war in Iraq.

4. Petreus has said there is no military solution available; the Baker commission has advocated such high level talks; and Bush has refused to pursue this option. Ergo, Congress is fully justified in exploring the option itself.

5. On the Senate side, the delegation should include Reid, Biden, Lugar, and, perhaps, McCain. I am frankly not sure who should go on the House side, other than Pelosi; but it should be balanced between Republicans and Democrats and include at least one Republican who supports the surge.

You must remember that the Washington Post has been the propaganda organ of the Federal Reserve Bank (a private institution) since its purchase in 1933 by Eugene Meyer, a member of the Fed board of govenors.
The paper was passed to Meyer's son-in-law, Phillip Graham who was the head of the CIA's Operation MOCKINGBIRD, a domestic propaganda program. Congressional hearings in the late 70's disclosed that MOCKINGBIRD employed over 400 "journalists" and received funding in excess of $265M. All indications are that the program has only grown since then.

Once you know these facts, all is clear.

The answer form the Dems NEEDS to be to not bring funding up again until it is added to the normal budgetary process to be funded nin November for the next year like every farging thing else in the nation . . . No matter how much whinning the Chimp-in-Charge does. show the world what lame duck means. Conggress should repeals of every piece of legistlation done over to last six plus years to him daily. Congress should pass every progress/liberal thing they can.

Restore the EPA libraries. Nationalize the oil and coal indusries. Mandate that corporations doing business with the Feds have all corporate headquarters on american dirt. yada yada . . .

Your original article quotes the wapo reporter saying nobody from Pelosi's office calling to complain as proof of the articles accuracy. Why didn’t the reporter contact Pelosi before he went to press with a bomb shell article? Isn’t that what a responsible reporter would have done with a story so important? Once the article is out dems have to play defense. That reporter knows that. But according to the reporter it’s up to Pelosi to correct his articles or maybe even better divine what he is gonna write then stop them from writing it.

The ombudsman's column in the WaPo today is about how reporters' feelings get hurt by foul-mouthed vituperative internets-types who post harsh messages. Ms Howell bravely volunteers that one swashbuckling barbarian of the tubes referred to her as--prepare to clutch your pearls--a "dupe".

I'll let you recover from your horror.

It seems to me that this sort of inaccuracy, which had an obvious and direct consequence in national politics, ought to be much more the business of a readers' advocate. But what do I know. I've never even been to Washington, much less a Georgetown salon.

HKH, I think we can have two ideas in our heads at the same time:

1) The Dems probably won't ultimately send up a bill with timetables

2) WaPo was wrong to say the concession has *already* been made in negotiations with the White House

WaPo could have reported that many Dems think this ultimately won't include timetables without also including the erroneous info.

I cannot for the life of me understand why the Democrats would allow Bush to dictate to them what he will sign and what he won't. WHO CARES ABOUT HIM!!! Make the bill tougher and send it back, and if he vetoes it, and make every one of the Congress who support the veto stand up and defend the veto, every time. Do that, and the troops will be headed home this summer. How many more people have to die, Speaker Pelosi and MAJORITY Leader Reid, to keep Bush happy?

What exactly does "signaled its readiness to drop the timetable" mean anyway? Does it mean that the Democrats will drop the timetable if Bush agrees to pull out the troops? The fact that Democrats are willing to negotiate is not the same as caving in, though Broder would like us to think so. He seems to be taking his talking point directly from Carl Rove.

hey, kid oakland here.

It was my blog, k/o, that "broke" this story (thanks for the link, Greg) and I'd like to make a point to the critics from the right and the left (Josh and Rusty) above.

Talking Points Memo is, among other subjects, about how the media interacts and shapes our governance and public debate. (Josh Marshall's post yesterday about Bush's 28% approval rating being a "cause for concern" for Democrats being a sly example of that.)

Why is it important that the Washington Post got this one factual point wrong? Why does that headline about Dems "backing down" matter if "that was what was happening anyways?"

It is precisely important because it creates this double-whammy rhetoric from the right and left.

Right-wingers can maintain their narrative that the Democrats are merely posturing politically with anything they do now. (While, of course, the GOP and their blog friends, uh, do NOTHING but posture and spin.)

Left critics of Congressional Democrats have every reason to splinter off from the party and voice a kind of pre-emptive pox on both houses.

And the media, like Karen Tumulty, USE a piece like the one we are discussing to create a powerful web of conventional wisdom that reinforces this right-leaning story.

Meanwhile, the facts on the ground in Iraq have not changed. U.S. public opinion about the war is unchanged. Bush's disastrous approval rating is unchanged.

The Washington Post headline and content was written not just in contrast to the facts, but to the times themselves.

ie. The last support holding up the Roveian Rhetorical House of Cards is the alliance between the Washington press and Rove's Talking Points. Their only hope is to disunify and demoralize the Democrats.

Whether or not the Administration was the source of the allegation that the Democrats "offered to remove timetables"...trumpeting that false fact on the front page of the WaPo created a wave of conventional wisdom that Karl Rove had to love.

The GOP is seeking to split Democratic unity. And, of course, folks like Rico above, are happy to continue to plow that field.

In the face of U.S. popular opinion, the elections of 2006 and the facts on the ground in Iraq, this is the only game in town for the GOP.

If the Washington Post would stop writing one-sided, counter factual pieces like this one from Jonathan Weisman and Shailagh Murray, all of us might be able to discuss the realities of this deeply unpopular, troubling war in Iraq.

I think you are pretty much right on for most points. And for the record while I am a conservative I am not by any means a Bush supporter.

I think that Bush has done more to hurt the conservative cause than anyone, Democrats included, in the last generation.

And also for the record many, if not most, conservatives don't consider Bush a real conservative. And the same goes for the rest of his neocon cronies.

I do have to say it amuses me when I see liberals complain about the "biased media". Welcome to our world. Conservatives fight that battle every day of the year. Have a good one.

He will defund the war by his vetos..I think he wants it this way..Then the ever lasting debate commences as to who did what to end this lousy war of Bush's choice. Broder has been a big disillusion. How was he turned by Rove & Bush into a loyal Bushie? Broder's analysis of Bush's standing is way off that it is so laughable. Remember the Bush bounce? Matthews, the fat guy in Meet the Press, Couric etc, they are all so groveling and mediocre, I now listen only to BBC.

The posting was supposed to be a clarification, not a correction, and your misinterpretation ratifies the concerns of the editors who didn't want to run it in the first place. The article stated that the Democrats had made the first real concession, agreeing to drop a fixed timeline to withdraw troops from the war-funding bill. That was completely accurate, and we stand by it. House Democrats are now considering a short-term funding bill with benchmarks but no timeline. The Senate may not even go that far.

Due to the phrasing of the story's lead, Nancy Pelosi believed it sounded like that concession was offered face to face as she and Bush met at the White House. If it did sound like that, it was completely unintentional. Indeed, the editors of the paper believed the lead made no such inference at all. The concessions were made to me, as a reporter, talking to senior leadership aides and members of leadership. But because the speaker was so insistent that we clarify that the offer was not made to the president himself, I saw no harm in running the clarification as a clarification. We were not retracting or correcting anything.

I am wondering now if once again, no good deed goes unpunished. We should have run no clarification at all, and taken the heat from the speaker. And one note, Greg Sargent, you know how to reach me. Why don't you pick up your phone before you post conjecture. I'd be happy to help.

War is not the answer for terrorism; it is one of the reasons the terror exists. If conservatives really want to fight terror then they should look into different alleys where funding would actually make a great impact, such as getting to the roots of extremism: inequality, poverty, education etc. This war has cost over $340 billion to date. According to the Borgen Project, it costs just $19 billion annually to end starvation and malnutrition and just $23 billion annually to reverse the spread of Malaria and AIDS. Wouldn’t aiding in the development of countries and ending poverty through the Millennium Development Goals be a better plan for attacking extremism?

With the cost of this war rising, shouldn't someone be thinking about a better way to address terror and bring peace?

The bubble extends to every corner of D.C. Another example of trying to be first, break a story, grab a headline. The arrogant, snarky response by these WP "reporters" is at least consistent. The credibility of the Washington Post right now is in shambles, especially the editorial dept. The daily downpour of disgraceful journalism from the Post is reflective of the desperate, incompetent, negligent administration and repugnant Republican Party at its core. And there are 18 more months of this hackery to endure.
