Yes this took place while Palin was mayor running up $21 million in debt and adding a sales tax to the town that never had one....

But why should this surprise us? Palin supports a Rapists' Bill Of Rights. Palin loves rapists and all they stand for: They hate women, she hates women. She loves rapists so much that she believes they have the right to stalk the street searching for the mother of their children, impregnate the victim by violent force, and the only people who get to participate in the decision of whether the victim becomes a mother is the rapist and the government. The only thing Palin hates more than women, perhaps, is Jews (check out the sermon she sat through a few months ago), and "community organizers" which, for those of you paying attention, was code for African Americans (like Al Sharpton). It may have taken some of us liberals a few days to get her meaning, but everyone of those those fat pigs at her convention knew exactly what she was talking about.

Well, from a fundamentalist nut-job's perspective, the "rape victim" is either lying or an immodest harlot who deserved it. Having to pay for the rape kit is a step or two up from being stoned to death.
And, God willing, the rapist may have bestowed the gift of life. You can't have Wasilla paying for any "kit" that might include an abortifacient drug...

I couldn't even believe this article, it's so creepy and out there. But in fact, Palin was mayor of Wasilla, Alaska from 1996 to 2002. And according to an Alaskan news article in the local Wasilla paper in the year 2000, the City of Wasilla, under Mayor Palin, charged rape victims for their own forensic tests. Most Alaskan municipalities picked up the tab themselves, but not Wasilla, the article notes. You see, the city of Wasilla, the article notes, didn't want to "burden" taxpayers with having to support victims of rape. Yes, they were more interested in lowering taxes. It would have cost the city between $5,000 and $14,000 a year to pay for the rape victims' police medical exams. And if the City of Wasillay, circa the year 2000, wants to go there in terms of balancing rape vs, burdening taxpayers, you should know that each and every Alaskan gets a check from the state government each year, it contains their portion of that year's oil revenues. The latest check, I read, was for over $2,000. I think the citizens of Wasilla had the money.

If the decision was made during the Palin administration to charge for these kits or if she made any kind of argument beyond silently standing behind her police chief, then that'd be an "executive" decision for which she can be criticized.
If it was an existing law from before she took office or if she never did anything on the subject. then it'd be a little harder to paint her with the brush. After all, if her new police chief was actively opposing the legislation, then changing it might've unnecessarily undercut him for no reason because the law was about to change, anyway.

Since she fired Wasilla's police chief and replaced him, she is directly accountable for the activities and policies of the Wasilla Police Department. As has been noted elsewhere, city employees served at the pleasure of the mayor. She could have changed those policies any time she wanted. The fact that she did not proves her "executive experience" is a smokescreen for horrendous mismanagement.

Read the entire article. The Wasilla police chief says that he thinks the CRIMINALS not the victim should bear the costs of the rape kit and emergency contraceptives and so on. Its worth asking if the rapist is not caught, who would bear the costs of the test. But to say they wanted to penalize the victim is nonsense.
I don't like Palin at all. But this rush to condemn her might end up making her a martyr instead.

Nonsense. They didn't want to spend all of $14000 for these tests for the town. For a while, they tried to get the rape victim's insurance to foot the bill.
Meanwhile, they spent millions and millions of their SURPLUS on a sports stadium for hockey. I guess Palindrone wanted a place for her kids. (More corruption? LOL)

Please take note the number of non-violent criminals that are currently incarcerated. Rapists tend to get less in the way of sentencing than Abramoff will serve - he was at the core - simply a thief.

Charging rape victims for these kits is right in line with the wingnut, fundamentalist mindset.
See, in wingnut world, there are no rape victims. There are "good" girls, who never get raped because they follow all the rules, and there are "bad" girls who can't be raped because they were "asking for it" and tempting the men, who simply can't be held accountable for their actions. In their minds, if a woman is raped, it's because she did something to deserve it.
Periodically, stories comes out of places with strict Islamic law of rape victims being charged with adultery, and we in the U.S. are all shocked. Yet, that kind of fundamentalist thinking is the same kind of thinking that our own extreme fundamentalist Christians have. They have a vision of the world where all the women are submissive and pure and not in charge of their own lives. Any woman who makes an accusation of rape is claiming bodily autonomy, and that just won't do.

Just to bring it full circle she also cost the City of Wasilla $1 million in legal fees because the Wasilla Sports Complex she pushed was built on land without clear title.
7 years later the owner of the land prevailed in court and was awarded $700k + legal costs.

Apparently the City of Wasilla claimed "Eminent Domain" over this land - a really really unpopular practice in Alaska.
Remember some Supreme Court case that ruled in FAVOR of local governments to seize land and transfer ownership to someone who could "make better use of it"?
Alaska's legislature moved very quickly to put in place state laws that limit the use of Eminent Domain - pushed by the so called conservatives.

If her OB/GYN was a rape specialist and the City of Wasilla was charging rape victims instead of paying out of the City Treasury?
Also, she hired a lobbyist to win earmarks - she couldn't get that same lobbyist to lobby, (either the State of Alaska or Feds) for funds to pay for rape kits?
The Democratic Governor Tony Knowles signed a law forbidding the practice of charging victims for their own rape kit.

So, let me get this straight. A woman who has been raped reports it to the police in Wasilla, and their reaction is, "Well, that's all well and good - but we need $800 to continue the investigation. How are you planning on paying for this, little lady?" I've got to wonder how many women have been discouaged from reporting a rape due to financial deterrents. Unbelieveable!

Some local liberal radio personality from Anchorage was on Olbermann tonight - he asked the same question.
She said she asked the legislator that authored the law and he said it was a direct result of Wasilla's policy.

Halfway through that article are comments made by the City of Wasilla Police Chief who was hired by Palin after she fired the previous one for lack of 'loyalty'.
"Wasilla Police Chief Charlie Fannon does not agree with the new legislation, saying the law will require the city and communities to come up with more funds to cover the costs of the forensic exams.
In the past weve charged the cost of exams to the victims insurance company when possible. I just dont want to see any more burden put on the taxpayer, Fannon said.
According to Fannon, the new law will cost the Wasilla Police Department approximately $5,000 to $14,000 a year to collect evidence for sexual assault cases.
Ultimately it is the criminal who should bear the burden of the added costs, Fannon said."
So apparently the victims (or their insurance companies) are supposed to file civil suits against the attacker (if they know who it is) to recover the cost of investigating the crime they were victims of.
I live in Wasilla, and it's pretty well known that the Wasilla Police are born-again bumpkins - ironically enough most people turn to the Alaska State Troopers.

It's just as absurd to expect the victims' insurance companies to pick up the tab for a rape kit as it is to expect the victim to pay it.
Rape is a crime. One of the primary reasons for government at any level is to enforce the law. It is impossible to enforce the law and prosecute criminals without evidence. And the burden for collecting evidence lies with law enforcement or, if you will, the state (the people collectively), not with the crime victim.
This is a very, very big deal, since it reveals a fundamental misunderstanding on the part of Palin and her ilk as to what the very function of government is. For years the Republicans have been telling us that education, social welfare, etc etc etc is not the province of the state. Now they're going to tell us that law enforcement isn't either? This is just another version of Norquist's "drown it in the bathtub" philosophy. This is just sick, sick, sick. It sets a standard of protection under the law for those who can afford it. Sick. And something that really needs to be made into a very big deal.
