Sure. Because a caucus of one in a House of 435 is definitely a voting bloc to be feared.
Jefferson is an embarrassment, to be sure, still, how about Greens in city councils, on county boards, state legislatures, and other such base-building approaches rather than trying to build the house from the roof down?
